If you are renting a property in Dubai, Ejari is one of the first things you need to understand. It is the official tenancy contract registration system operated by the Dubai Land Department (DLD), and registering your lease through it is a legal requirement โ not optional.
What is Ejari?
Ejari (Arabic for 'my rent') is the online portal and registration system created by the Dubai Land Department to record all tenancy contracts in Dubai. When your lease is registered, you receive an Ejari certificate โ a unique document with a barcode that serves as official proof that your tenancy exists in the eyes of the Dubai government.
The system was introduced to bring transparency and structure to Dubai's rental market. Before Ejari, there was no central record of leases, which led to disputes, double-renting of properties, and difficulty enforcing tenant and landlord rights. Ejari solved all of this by creating a single, authoritative database.

Why is Ejari mandatory?
Ejari registration is mandated under Dubai Law No. 26 of 2007 (Tenancy Law) and its Amendment Law No. 33 of 2008. These laws require that all tenancy contracts for residential, commercial, and industrial properties in Dubai be registered with the Dubai Land Department through the Ejari system.
The Dubai Rental Disputes Settlement Centre (RDSC) โ the body that handles all rental disputes โ will not accept cases involving unregistered contracts. This means if your landlord violates your rights, you cannot legally pursue a complaint unless your lease is on Ejari. It also means your landlord cannot pursue you for unpaid rent through the RDSC without an Ejari registration.
Who is responsible for registering Ejari?
Under Dubai law, the primary responsibility for registering the tenancy contract rests with the landlord. However, if the landlord fails to do so, the tenant has the right to register the contract independently using the same documents and process. In practice, many tenants proactively register Ejari themselves โ particularly when using the Dubai REST app โ because it is fast, cheap, and gives them immediate legal protection.
If you use a real estate agent, they typically handle Ejari registration as part of their service. Always confirm this with your agent before signing.
What does the Ejari certificate do for you?
Once registered, your Ejari certificate unlocks several critical services and legal protections:
- DEWA connection: You cannot activate electricity and water in your name without a valid Ejari certificate. DEWA will ask for your Ejari number during registration.
- Visa applications and renewals: The UAE immigration system requires Ejari proof for residence visa processing and renewals.
- Legal standing: Only Ejari-registered contracts are recognised by Dubai courts and the Rental Disputes Settlement Centre.
- Dispute resolution: If there is a problem with your tenancy โ rent increase disputes, eviction, deposit issues โ you can only file at the RDSC with a registered contract.
- Proof of residence: Ejari is accepted as proof of address for bank accounts, school enrollment, and other official purposes.
What happens if you don't register Ejari?

Failure to register a tenancy contract with Ejari carries a fine of AED 5,000. More importantly, an unregistered contract offers you minimal legal protection. If your landlord illegally evicts you or refuses to return your deposit, you will have almost no legal recourse without Ejari registration.
Beyond the fine, practical consequences include being unable to connect DEWA, being unable to renew your UAE residence visa using that address, and being excluded from the RDSC's dispute resolution process.
How does Ejari protect both parties?
Ejari is not just a tenant protection tool โ it protects landlords too. A registered contract is legally binding and enforceable. If a tenant stops paying rent, the landlord can pursue legal action through the RDSC only if the contract is Ejari-registered. Without registration, even a legitimate landlord complaint can be thrown out.
For tenants, registration locks in the agreed rent, prevents landlords from claiming different terms later, and provides official proof of your right to occupy the property. It is one of the most important steps in any Dubai rental โ and at AED 231, it is one of the most affordable protections available.
When should you register?
Ejari should be registered as soon as your tenancy contract is signed โ ideally before or on the day you move in. Registration can technically be completed at any point during the tenancy period, but delaying creates a window of legal vulnerability. If you have already moved in without Ejari, register immediately. Do not wait until there is a problem.
